OMT – monitoring and analytics of public policies
The Online Monitoring Tool (OMT) is the official platform of the Ministry of Public Administration and Local Self-Government (MPALG) of the Republic of Serbia for monitoring the implementation of strategic documents in the field of public administration reform and public finance.
The major platform’s goals are:
- Increasing transparency and accountability in the implementation of reforms
- Providing both decision-makers and the public with real-time insight into the progress of activities
- Supporting evidence-based policymaking and enables timely interventions
The platform's essential contribution
The OMT sub-site enables systematic and in-depth monitoring of how specific strategy objectives are being achieved through measures and activities, with clear indicators and financial data.
Such structured and visually accessible information significantly helps decision-makers, institutions and citizens to understand where results have been achieved and where intervention is needed.

Integration with state systems
Data is pulled from the Unified Information System for Planning and Reporting, in accordance with the Law on the Planning System of the Republic of Serbia.

Several institutions (working groups, councils, ministries) enter and update data.
The project group coordinates the entry and quality of data.

Documents and Reports
The platform provides access to extensive documentation:
◦ Strategies and programs (PAR 2021–2030, public finances 2021–2025, e-government 2023–2025).
◦ Action plans (2021–2025), including previous periods (2018–2020, 2015–2017).
